
ANPD publishes the 5th volume of the Technological Radar, regarding age verification in digital environments
On October 14, 2025, the Brazilian National Data Protection Agency (ANPD) published the 5th volume of the Technological Radar, dedicated to age verification in digital environments, with a focus on protecting children and teenagers.
The study was prepared by the General Coordination for Technology and Research (CGTP) and presents different techniques, applications, and challenges related to age verification, especially considering that several of the age verification mechanisms involve the processing of personal data of adults and minors, some of which is deemed as sensitive data.
The publication is particularly relevant in light of the enactment of the Digital Child and Adolescent Statute (so called “ECA Digital” – Law No. 15,211/2025), which extended the protection of children’s and adolescents’ personal data to the digital environment, established the requirement to adopt reliable age verification mechanisms for each access to the content by users (self-declaration being forbidden), and assigned to ANPD the responsibility for supervision and enforcement. The Radar also anticipates issues that are being discussed by the legislators – such as Bill of Law No. 1,380/2025, which proposes, among other changes to the Brazilian Civil Rights Framework for the Internet (Marco Civil da Internet), the obligation of operating system providers to require facial recognition for user registration.
